American Phlegm.

I was just reading the Sky News report on the Texas A&M shooting. The last paragraph reads:

‘The university issued a warning on its website just before 12.30pm local time on Monday, warning of an active shooter near the campus football stadium, Kyle Field. Residents and students were advised to avoid the area.’

We British have long been renowned for our reserve and love of understatement, but this takes some beating.

Is that phlegm? Or spunk?

As I understand the terms, 'phlegm' carries a more reserved, stiff-upper-lip connotation, whereas 'spunk' is more get-up-and-go. It was the sentence 'Residents and students were ADVISED to avoid the area' that set me thinking.
