reserve and love of understatement, but this takes some beating.

Is that phlegm? Or spunk?
As I understand the terms, 'phlegm' carries a more reserved, stiff-upper-lip connotation, whereas 'spunk' is more get-up-and-go. It was the sentence 'Residents and students were ADVISED to avoid the area' that set me thinking.
